European cities as hubs of social change and technological innovation: Since the goals that have been put both under the EU's Cohesion Policy 2014-2020 and under the UN's Climate Conference in Paris (COP21), a transition to a low-carbon economy is necessary. As cities play a key role in regional implementation of such a transition what is the EU's role in sustainably transforming our cities to be a greater part of the green economy?
